Vice President Sara Duterte (2nd from left), on June 5, presented a plaque of appreciation to Mayor Belen Fernandez (2nd from left) during the Pasidungog 2023 held at the Sofitel Philippine Plaza Manila in Pasay City in recognition of the City Government of Dagupan’s contribution to the vision of the Office of the Vice President (OVP) to reach, serve and create lasting impact on the lives of Filipinos.

Mayor Fernandez proudly received the award under the Special Projects category, on behalf of the local government unit of Dagupan and the local Department of Education led by Schools Division Superintendent Dr. Rowena Banzon and Assistant Schools Division Superintendent Dr. Marciano Soriano Jr. who joined her during the event.

The Pasidungog, which is Visayan for ‘to give honor’, recognizes various government agencies and private sector that help the OVP achieve its goal to reach out to Filipinos and ensure their welfare and it is also given to individuals who exhibit exemplary behavior in accordance with the Code of Conduct and Ethical Standards for Public Officials and Employees.

75% Batang Dagupeños, Bakunado na vs. Measles, Rubella at Polio!

Umabot na sa 75% ang total accomplishment ng siyudad para sa nag papatuloy na Measles Rubella-Oral Polio Vaccine Supplemental Immunization Activity (MR-OPV SIA).

Base sa rekord ng City Health Office nitong Huwebes, May 18, umabot na sa 10,748 batang dagupeño edad 9–59 months old ang nabigyan ng Measles Rubella Vaccine at 12,302 para naman sa 0-59 months old with oral polio vaccine.

Kabilang sa mga naidagdag dito ang fixed-post and door-to-door vaccination sa barangay Tambac, Bonuan Gueset, Bonuan Boquig, at Barangay 1 na personal ding binisita ni binisita ni Mayor Belen Fernandez kahapon.

Naitala rin ng siyudad ang panibagong record sa pinakamataas na bilang ng mga batang nabakunahan sa isang araw sa total na 2,436 kids vaccinated noong Martes (May 16), mula sa siyam na barangays na kinabibilangan ng Barangay Pantal, Barangay 4, Bonuan Boquig, Bonuan Gueset, Bonuan Binloc, Caranglaan, Poblacion Oeste, Caranglaan, and Salapingao.

Ang isang buwang MR-OPV SIA mula May 1-31 ay magkatuwang na itinaguyod ng pamahalaang lungsod sa liderato ni Mayor Belen Fernandez, City Health Office sa pangunguna ni Dr. Ophelia Rivera, 22 teams mula Department of Health-Human Resource for Health, World Health Organization (WHO) sa pamamagitan ni WHO Consultant Dr. Namrata Bhatta, Philippine Red Cross-Pangasinan Chapter, barangay health workers and volunteers.
Ang programang ito ay bahagi ng nasyonal na kampanya sa ilalim ng Department of Health (DOH) upang masigurong protektado ang mga kabataan laban sa naturang mga sakit na maaaring iwasan sa pamamagitan ng bakuna.

Target na mapa bakunahan ng siyudad ang 14,269 children 9–59 months old for measles-rubella (MR) vaccination and 16,754 children 0-59 months old for oral polio vaccine (OPV) vaccination. Kasabay din nito ang Vitamin A supplementation.

Dala ni Mayor Belen ang mga gatas, vitamins, at snacks para sa mga bata at coffee mix para naman sa mga magulang na dadalhin ang kanilang mga anak para magpabakuna.

Dagupan City kabilang sa 2023 CEST Communities sa Rehiyon

Hatid nito ay dagdag kabuhayan para sa mahihirap na kabaleyan.

Isang Memorandum of Agreement (MOA) sa pagitan ng lokal na pamahalaan at Department of Science and Technology (DOST) ang nilagdaan ni Mayor Belen Fernandez kasama sina DOST Undersecretary for Regional Operations Engr. Sancho A. Mabborang, OIC Regional Director Dr. Teresita Tabaog at mga partner agencies ngayong Martes, May 16.

Inaasahan itong magbibigay ng dagdag kabuhayan sa mga mahihirap nating kabaleyans sa pamamagitan ng Science and Technology interventions, bagay na pinag-usapan din ng alkalde, kasama sina Provincial Governor Mario Eduardo Ortega ng La Union at USEC. Mabborang.

Ang Community Empowerment through Science and Technology (CEST) ay programa ng nasyonal na gobyerno sa pangunguna ni DOST Secretary Engr. Renato Solidum Jr. na nakafocus sa poverty alleviation lalo na sa mga remote communities.

Sa Dagupan, kabilang sa mga remote areas na pangunahing tututukan ang Sitio Tocok sa Brgy. Lucao, Sitio Talaib sa Brgy Calmay, at Sitio Guibang Brgy. Pantal.

Sa message of commitment ni Mayor Belen, kanyang ipinahayag ang pagtanggap sa hamon na maiangat ang antas ng pamumuhay ng mga Pilipino kaisa ang lahat ng mga stakeholders.

Makakatuwang ng siyudad sa programang ito ang Pangasinan State University (PSU), Unibersidad de Dagupan (UdD), Philippine Science High School-Ilocos Region Campus, Bureau of Fisheries and Aquatic Resources (BFAR), Department of Agriculture (DA-RO1), Technical Education and Skills Development Authority (TESDA) Region 1 at Nutridense Food Manufacturing Corporation.

1,014 Dagupeño Children Receive Measles, Rubella, Polio Vaccine in One Day as Chikiting Ligtas Rolls On

A record-breaking high of 1,014 Dagupeño children whose ages range from 0-59 months old received vaccines against measles, rubella and polio in just one day last May 12, 2023, as the nationwide Chikiting Ligtas: Measles Rubella Oral Polio Vaccine Supplemental Immunization Activity (MR-OPV SIA) rolls on in the different barangays in Dagupan.

World Health Organization Consultant Dr. Namrata Bahta, who is currently in the city, recognized the number as the highest registered MR-OPV recipients in a day even as Mayor Belen Fernandez is hopeful to increase the number of vaccines.

The local chief executive personally attends to the month-long health campaign where she reaches out to parents and encourages them to avail of the supplemental vaccines for their children while distributing vitamins, milk and other snacks as treats for the vaccinees.

Some of the recent MR-OPV SIA sites she visited were Malued; Bonuan Gueset; sitios Tatong, Sta. Maria and Gonzales in Bonuan Boquig; and sitios Bagong Barrio and Russia in Bonuan Binloc.

El Niño Task Force naka Alerto sa Posibleng Epekto ng Nararanasang Tag-init

Nakaalerto na ang binuong El Niño Prepareness Task Force sa Dagupan City na mangunguna sa paghahanda sa posibleng epekto ng El Niño phenomenon.

Huwebes nang mag convene ang binuong Task Force sa pangunguna ni Mayor Belen Fernandez sa bisa ng Executive Order No. 10 alinsunod direktiba ni Pangulong Ferdinand ‘Bongbong’ Marcos Jr. sa implementasyon ng “whole-of-government approach” sa tinitignang seryosong epekto ng El Niño.

Ang El Niño ay isang weather phenomenon kung saan nakararanas ng below-normal na mga pag-ulan na maaaring magresulta sa tagtuyot.

Ayon sa PAGASA, posibleng tumama ang El Niño phenomenon simula buwan ng Hulyo ngayong taon na maaaring magtagal hanggang first quarter ng 2024.

Dito sa Dagupan City, nararanasan na ang epekto ng mataas na temperatura na umaabot sa 32-39°C at heat index na mula 40-50°C, ayon sa City Disaster Risk Reduction and Management Office (CDRRMO).

Pinakamataas na recorded heat index nitong Miyerkules (May 10) sa pumalo sa 44°C o nasa danger stage (42 °C to 51°C) ng Human Perceived Equivalent Temperature ng PAGASA.

Dahil dito, pinapayuhan ang publiko na iwasang lumabas sa mga oras mula 10AM-3PM kung saan naitatala ang pinakamataas na heat index, ayon kay CDRRMO Head Ronald de Guzman.
Pinaalalahanan naman ng City Health Office ang lahat sa heat related disorder tulad ng heat cramps, heat exhaustion, at heat stroke.

Payo ni Dra, Ophelia Rivera, City Health Officer, palaging uminom ng tubig upang malabanan ang init na naabosorb ng katawan at magbaon ng tubig kung hindi maiwasang lumabas ng bahay.

Hinihikayat din ni Mayor Belen Fernandez ang 31 Punong Barangay sa pagbuo ng Task Force El Niño sa kanilang nasasakupan.

Certified Palay Seeds mula DA at LGU-purchased Seed Program Ipinamahagi sa mga Magsasaka

Walumpong (80) rice farmers sa Dagupan ang tumanggap ng Certified Palay Seeds umaga ng Miyerkules, May 10.

Ang programang ito ay hatid ng Department of Agriculture, Philippine Rice Research Institute (DA-PhilRice) at karagdagang pondo mula sa lokal na gobyerno sa pamumuno ni Mayor Belen Fernandez, bilang suporta sa food security agenda ng Pangulo at DA Secretary Ferdinand ‘Bongbong’ Marcos Jr.

Ayon sa City Agriculture Office, may kabuuang 160 bags ng certified palay Seeds @ 20kg/bags ang ipinamahagi sa mga magsasaka mula Barangay Bonuan Boquig (7 rice farmers), Malued (17 rice farmers), Tebeng (29 rice farmers), at Salisay (27 rice farmers).

Kasabay ng Farmers’ and Fisherfolk’s Month celebration ngayong buwan ay tumanggap din kahapon ang mga mangingisda ng mga bangus fingerlings para sa nauna nang iti-nurn over na limang collapsible fishcages mula BFAR.

Samantala, pinaalalahanan rin ni Mayor Belen ang mga ito na magingat sa init ng panahon. Uminom lagi ng tubig para iwas sa banta ng heat stroke.

Executive Order No. 10: El Niño Task Force now Activated

According to PAGASA, El Niño will likely develop in July and may persist until next year (2024). This poses a serious threat to our city’s overall social and economic activities.

Other adverse impacts include the disruption of food production & essential services, damage to property, environment, loss of livelihood opportunities (agribusiness), and health.

It is for this reason that I signed this Executive Order No. 10 to activate the city’s inter-agency task force to formulate and implement measures to mitigate the effects of El Niño, particularly in agriculture.

May I also encourage each and everyone (starting from your homes) to take the necessary steps to prepare. Malaki po ang inyong parte sa solusyong ito, kaya’t magtulungan po tayo.

Pinalitan ni PLTCOL Palisoc si PLTCol Vicente Castor Jr. sa naganap na turn-over ceremony nitong Lunes, May 8.

Si PLTCOL Palisoc ay dating nagsilbing Provincial Human Rights Officer ng Pangasinan Police Provincial Office at dati na ring naglingkod bilang deputy chief ng siyudad.
Pinangunahan ni PCol. Jeff Fanged, Provincial Director ng Pangasinan, ang naganap na change of command sa Dagupan PNP.

Ipinaaabot naman ni Mayor Belen Fernandez ang kanyang pasasalamat sa naging masigasig na suporta ng kapulisan sa rehiyon sa pamumuno ni PNP R1 PBGen John Chua, at mula sa siyudad sa pangunguna ni PLTCol Castor sa katatapos lamang na Bangus Festival, lalo na noong April 30 sa magkakasunod na apat na malalaking events sa siyudad.

“Hindi magiging posible ang buong selebrasyon ng Bangus Festival na dinagsa ng humigit kumulang 600,000 attendees kung wala ang inyong suporta.” pahayag ng alkalde.
Umaasa din si Mayor Belen na sa bagong liderato ni police chief Palisoc, maipagpapatuloy ang pagpapanatili ng siyudad bilang “one of the safest community to live in, to make business and to raise a family.”

More than 2,000 New 4PS Beneficiaries Undergo Orientation By DSWD

Some 2,076 new members of the Pantawid Pamilyang Pilipino Program or 4Ps attended a Program Orientation Session conducted by the Department of Social Welfare and Development (DSWD) Region 1 and the City Social Welfare and Development Office from May 2-5 at the City Plaza.

Mayor Belen Fernandez reiterated the need for the members to comply with the conditionalities of the 4Ps program to protect their membership including the appropriate use of their cash grants.

The local chief executive likewise informed them of the various services they can avail from the local government such as health services, Violence Against Women and their Children programs, social services, among others.

The 4Ps is a social protection program that provides cash grants to eligible poor households that comply with its education and health conditionalities.

According to the DSWD, 4Ps members can receive 6,000 pesos a year or 500 pesos per month per household for health and nutrition expenses and 3,000 pesos for one school year or 10 months or 300 pesos a month per child for educational expenses with a maximum of three children per household.

A household with three qualified children can receive a subsidy of 1,400 pesos per month or 15,000 pesos in one year.

Diplomatic Corps Graces Bangus Festival 2023

Warm Dagupéno hospitality greeted members of the Diplomatic Corps in Dagupan City on April 30 as part of the celebration of Bangus Festival 2023 and the Filipino Food Month in coordination with the Department of Foreign Affairs – Office of Public and Cultural Diplomacy.

Dubbed as Bangus Festival: Philippine History and Cuisine, the visit started with a special luncheon at the CSI Stadia complete with serenade and cultural dance performances by the Universidad de Dagupan’s Koro Universidad and the Dagupan City National High School’s Ubol Dance Troupe.

Mayor Belen Fernandez briefed the diplomats on Dagupan’s status as an agro-fisheries and business center north of Luzon.

“We invite you to experience our community’s hopes and aspirations and share your own as well… Dagupan is the place of choice, ” she said.

Apostolic Nuncio to the Philippines Archbishop Charles John Brown, who is the dean of the diplomatic corps, expressed his ‘admiration of Dagupan’s beauty, lively character of the people and the famous bangus’.

Mayor Fernandez was also joined by Archbishop Brown, Lingayen-Dagupan Archbishop Socrates Villegas, and Vice Mayor Bryan Kua for the presentation of the symbolic key of the city.

The visiting diplomatic community later visited the Kadiwa ng Pangulo trade fair at the CSI Atrium and proceeded to the MacArthur Building at the West Central Elementary School, Franklin Bridge in Barangay Poblacion Oeste and Bonuan Blue Beach and Alimango Restaurant in Bonuan Gueset with Congressman Christopher de Venecia and Barangay Health Wellness Party List Congresswoman Angelica Natasha Co.

Archbishop Socrates Villegas also hosted the diplomats at the Archbishop’s Palace with sumptuous Filipino dishes, drum and lyre corps, angklung and rondalla ensemble and national costume-clad children who welcomed the dignitaries.

The diplomats later joined the historic ceremonial lighting of the Bangusan Street Party or Kalutan ed Dalan that signalled the start of the biggest party for Dagupeños.

Gilon Gilon Ed Baley: In Honor of St. John The Fisherman

In early 1990’s, Mayor Al Fernandez pioneered the staging of Bangus harvest or Gilon in his fish farm as entertainment for visiting Balikbayans.

Then in 1997, when Councilor Belen Fernandez was appointed Chairman of Agew na Dagupan, she tapped Resty Fernandez, fresh from a choreography workshop at the Cultural Center of the Philippines — and together hatched Gilon-gilon ed Dalan, a street dance competition, which debuted as the highlight of the celebration of the founding of the City Charter.

It was quite apropos as it depicts the harvest of Bangus–thereby fostering brand identity for the city.

However, when the street showcase evolved into Bangus Festival, its popularity caused uneasiness to Church authorities who felt that the focus on celebrating Bangus overshadowed the adoration of St John the Evangelist, the city’s Patron Saint.
Bangus was given more importance than the city’s Patron Saint who looks after the people.

In fact, the vicariate pastor, Archbishop Soc Villegas, reportedly minced no words and chided, “Bangus is not the city’s patron saint”.

As the founder of the festival that made Bangus a cultural icon, while being a devout Catholic herself, Mayor Belen became concerned. She realized that the Bangus Festival with its trademark events Gilon-gilon and Kalutan ed Dalan, must extend beyond being solely a street extravaganza.

It must reflect the community’s socio-religious heritage to be truly meaningful and relevant to the people. “How can we relate the Bangus Festival to St John?”, she pondered.

The connection is rooted in biblical references. St John was a fisherman before becoming an apostle and subsequently the evangelist he is popularly known as. He was one of three fishermen, along with his brother James, and Peter, who were the first followers of Jesus.

To lend religious context to “Gilon” and “Kalutan”, there are two scriptural passages tied up to bountiful harvesting of fish and grilling of fish.

In the first, Jesus encountered a frustrated Peter who came back with no catch. He bid him, together with brothers John and James, to cast their net anew. And they were rewarded with an abundant catch. (Luke 5:1-11)

The second was after the Resurrection. The disciples went out to fish but had no luck. The resurrected Jesus who they had not recognized, called out to them from the shore to cast their net again. Miraculously, they were blessed with a bumper harvest. When they came ashore, they were greeted by the sight of Jesus grilling fish on burning coals. He asked them to bring some of their catch and invited them to have breakfast. (John 21:1-17)

To tie up all these, as a fitting prologue to the Bangus Festival, Archbishop Socrates Villegas celebrated the Easter Sunday mass at sunrise in Tondaligan–where the traditional “Abet-abet” or “Salubong” was recreated with a twist.

While the common church ritual portrays the meeting of Jesus and Mother Mary, the trailblazing reenactment dubbed as “Abet-abet ed Olin Inbilay” likewise depicted the encounter between Jesus and John who had taken care of Mother Mary, along with the apostles and fisherfolks. The mass culminated in the grilling of Bangus in reference to the scriptural passage.

This breakthrough interpretation aims to recognize the precursive events that define and lend religious and cultural significance to the Bangus festivities.

Thus, the Bangus Festival as a bouncy street celebration is elevated to the status of a joyful community thanksgiving that pays homage to the city’s beloved patron saint.
