The City Government of Dagupan, Department of Justice (DOJ), Dagupan Prosecutor’s Office, Philippine National Police (PNP) Dagupan, and the Region 1 Medical Center (R1MC) signed a Memorandum of Agreement (MOA) today, August 6, at the Francisco Q. Duque Hall, R1MC, to help stop domestic and family violence in the city.

Mayor Belen T. Fernandez said that the partnership creates a stronger system because it enhances the partner agencies’ ability to provide critical assistance, effective intervention, and compassionate care to victims such as sexual abuse, violence against minors, violence against women, psychological abuse and emotional stress.

“We have come together to form a vital partnership aimed at addressing and supporting victims such as sexual abuse, violence against minors, violence against women, psychological abuse and emotional stress,” she said adding that the city is home to a dedicated Women’s Center, which addresses and supports victims of various crimes and offenses.

R1MC Medical Center Chief Dr. Joseph Roland O. Mejia underscored the importance of the work of the prosecutors and the police to immediately resolve cases of abuse by creating a fast lane with a “seamless process” to immediately secure medico legal certificate.

Dagupan City Prosecutor Ma. Victoria D. Cabrera stressed that the MOA, which she called “covenant”, must be responsive and directly beneficial to the victims, especially those who come from the underprivileged sector.

PLTCOL Brendon Palisoc, for his part, noted that one of the most pressing issues being faced by the arresting officers in filing cases against the suspects is “securing documents needed by courts, which includes the medico legal certificate”.

Palisoc assured that with the MOA already being signed by the partner agencies, the delay in these processes will already be a thing of the past.

Other partners present during the MOA signing are DOJ Regional Prosecutor Christian Paul L. Ulpindo, Dr. Ashok Vasandani, Dr. Arnel Gerard R. Gazmen, Chief Medical Professional Staff II and Supervising Administrative Officer Mr. Ramon T. Bautista.

Mainit na sinalubong ng mga estudyante si Mayor Belen Fernandez sa naganap na groundbreaking ceremony ng 3-Storey Science Building sa Dagupan City National High School (DCNHS) kahapon, Huwebes, August 1.

Bagong adisyon ito sa mga school infrastructure projects ng siyudad bilang suporta sa paglinang ng galing at talento ng mga kabataang Dagupeños.

Maalala na sa unang termino ng alkalde, naipatayo ang Special Program for the Arts (SPA) building sa DCNHS upang malinang ang kakayahan ng mga bata sa arts, music, theater, at dance.

Mula sa pondo ng siyudad ang ginagawang isa pang 2-storey 6-classroom School Building na sinimulan noong Marso, ngayong taon.

“Sa ngayon, patapos na rin po ang karagdagang 2-storey 10 classroom school building na ipinatayo sa tulong ni Abono Partylist Rep. Robert Raymund “Eskimo” M. Estrella, habang malaking pakinabang rin ang Sen. Edgardo Angara Multi-Purpose Center”, ani Mayor Belen.

Ang Science Building sa DCNHS ay katulad din ng proyekto ng alkalde sa Malued Elementary School taong 2019 kung saan mas mapapabuti na ang mga hands-on activities na bubuo sa potensyal at kagalingan ng mga estudyante ng Special Science Program.

Nakatakda na ang pagbubukas ng 3-storey Multipurpose Building sa Brgy. Bonuan Boquig na pinondohan at ipinatayo sa tulong ni DepEd Secretary Sonny Angara.

Ayon kay Mayor Belen Fernandez, konting araw na lang ang inaantay para sa blessing at inagurasyon ng pasilidad.

Modelo ng proyekto ang napakikinabangan na ngayong multi-purpose evacuation center sa Brgy. Salapingao at kayang kargahin hanggang 1,200 katao at magsilbing accessible rescue center para sa mga taga One Bonuan (Barangay Bonuan Gueset, Boquig at Binloc).

Pinasalamatan ng alkalde si Atty. Ope Reyna na siyang tulay sa opisina ni Sec. Angara.

Kasama rin sa mga proyektong nakalinya sa barangay ang government housing project, alinsunod sa Pambansang Pabahay para sa Pilipino Housing Priority Program ni Presidente Ferdinand ‘Bongbong’ Marcos Jr. at proposed road widening and construction of drainage system sa Sitio Leteg base na rin sa request ng mga residente at barangay council sa pamumuno ni Punong Barangay Joseph Maramba.

Nagsimula na ang Brigada Eskwela sa mga pampublikong paaralan sa bansa. Dito sa Dagupan City, nakiisa sa taunang school maintenance program ng Department of Education si Mayor Belen T. Fernandez upang tiyaking handa ang mga paaralan sa pagbabalik-eskwela.

“Ang Brigada Eskwela ay hindi isang araw, o isang linggo lamang. Dahil hindi dapat tayo tumitigil sa pagtulong sa pampublikong paaralan”, mensahe ng alkalde sa Division Kick Off na ginanap sa Federico N. Ceralde Integrated School sa Bonuan Binloc ngayong umaga, Lunes, July 22.

Dito ay itinurn-over rin ng alkalde ang listahan ng mga gamit bilang suporta sa Brigada Eskwela na abot sa 5 Million Pesos. Ayon kay Mayor Belen, resulta ito ng isinagawang PTA Summit kasama ng iba pang proyektong pang-edukasyon.

Ipinamalita ni Mayor Belen Fernandez ang mga naka linyang infrastructure projects bilang suporta sa edukasyon, maliban sa pagtaas ng allowance ng mga guro.

Sa pangunguna ni Schools Division Superintendent Dr. Rowena C. Banzon at Assistant Schools Division Superintendent Dr. Ana Liza Chan, sinimulan ang aktibidad sa pamamagitan ng isang motorcade at dinaluhan ng mga National Government Agencies, Girls Scouts of the Philippines – Dagupan City Council Vice President Filipina delos Santos, Inner Wheel Club of the Dagupan sa pangunguna ng kanilang President, Elsa Bigcas, Bonuan Binloc Punong Barangay Wilmer Castanares, Barangay VAWC Desk President Rochelle Tamayo, school principals, mga guro at magulang sa pangunguna rin ng Division of Federated Parents-Teachers Association (DFPTA) President Gerry Pradez.
