NEW AND WELL-EQUIPPED DAGUPAN CITY FIRE STATION SOON TO RISE

A brand new, state-of-the-art fire station will soon rise in Dagupan City following the signing of a Deed of Usufruct between the local government unit (LGU) of Dagupan and Bureau of Fire Protection (BFP) Region 1 on October 23, 2023 at the City Plaza.

The fire station, which will occupy 689 square meters of a 3812 sq. m. city government property in barangay Mayombo where the current fire station operates, was approved thru Sangguniang Panlungsod Resolution 8113-2023 that allows the use of the government lot for the same purpose.

Mayor Belen Fernandez and BFP Regional Director Leonida Gumanab-Rosales led the signing ceremony along with Vice Mayor Bryan Kua, BFP Assistant Regional Director for Administration Arthur Sawate, BFP Provincial Fire Marshal Ronaldo Perez and Dagupan City Fire Marshal Michael John Escaño.

The local chief executive said the project aims to upgrade the delivery of fire emergency assistance, rescue operations and medical assistance to foster good governance in Dagupan.

Moreover, Mayor Fernandez commended the city’s fire bureau in its efforts to protect the safety of the general public in times of fire situations and in conducting educational activities to create social awareness on fire safety.

FCSupt. Gumanab-Rosales, meanwhile, said Republic Act 6975 provides for the establishment of at least one fire station with adequate personnel, firefighting facilities and equipment for each province, city and municipality in the country as she encouraged BFP-Dagupan personnel to double their efforts in the performance of their duties.

MBTF CONDOLES WITH FAMILY OF SLAIN OFW FROM BONUAN BOQUIG

Mayor Belen Fernandez expressed sympathy and support to the bereaved family of Marjorette Gonzales Garcia, the 32-year-old barangay Bonuan Boquig native who worked as an Overseas Filipino Worker (OFW) in Saudi Arabia and was allegedly murdered by a Kenyan national.

The local chief executive assured the support of the city government of Dagupan to the family in times of need and provided financial assistance during a simple program on October 19 conducted by the Overseas Workers Welfare Administration (OWWA) as the OFW’s remains were transferred to Bonuan Boquig from Awai, San Jacinto.

Mayor Fernandez called Marjorette a hero who sacrificed to work abroad as she reflected on the hard work and dedication of OFWs to provide for their families back home even as she expressed optimism for the government to put into place measures and mechanisms to promote the rights and protection of OFWs.

Marjorette hailed from Bonuan Boquig, Dagupan City and resided at her husband, Tito’s hometown in Awai, San Jacinto with their two children, Jake Moises, 9, and May Jee, 6, before she was deployed to Saudi Arabia on October 17, 2021.

Earlier, on Oct. 14 in San Jacinto, Mayor Fernandez joined OWWA Administrator Arnel Ignacio, Department of Migrant Workers Officer-in-Charge Hans Leo Cacdac, Fourth District Representative Christopher de Venecia, Gov. Ramon Guico III, Vice Gov. Mark Lambino and OWWA Regional Director Gerardo Rimorin during a solemn tribute to the fallen OFW.

ANNUAL AT SUPPLEMENTAL BUDGET AT INVESTMENT PROGRAMS NG DAGUPAN PARA SA 2023 AT 2024 APRUBADO NG LOCAL DEVELOPMENT COUNCIL

Pasado na sa Local Development Council (LDC) ang 2023 Proposed Supplemental Annual Investment Program (SAIP) No. 2; 2023 Proposed Supplemental Budget No. 1; 2024 Proposed Annual Investment Program (AIP); at ang 2024 Proposed Annual Budget matapos talakayin ito sa kanilang meeting nitong October 4 sa CSI Stadia.

Iprinesenta ni Mayor Belen Fernandez na tumatayong LDC Chairman ang mga programang nakapaloob sa mga ito sa mga miyembro ng council na kinabibilangan ng People’s Council sa pangunguna ni Atty. Liberato Reyna Jr., Sangguniang Panlungsod (SP) members, barangay captains, department heads, national government agencies, school associations, transport cooperatives at private organizations.

Inaprubahan ang SAIP na nagkakahalaga ng 339,359,536.50 pesos sa mosyon ni Francisco Arzadon (academe) habang si Malued Punong barangay Filipina delos Santos ang nagmosyon para sa approval ng 2023 Proposed Supplemental Budget worth 339,359, 536.50 pesos.

Samantala, ang 2024 AIP amounting to 2,018,655,400 pesos ay ipinasa rin sa mosyon ni Tebeng Punong Barangay Helen Fermill kung saan nakapaloob dito ang 5% City Disaster Risk Reduction and Management Fund na 69,250,000 pesos na ipinasa rin ng council sa mosyon ni SP Member Joshua Bugayong.

Aprubado rin sa mosyon ni Pantal Punong Barangay Julie Perez ang 1,385,000,000 pesos para sa Annual Budget ng Dagupan sa taong 2024.

DOH AWARDS DAGUPAN FOR MEASLES, RUBELLA, BIVALENT ORAL POLIO VACCINE IMMUNIZATION SUCCESS

Dagupan City was recognized as the top-performing independent, component city in the Ilocos Region for achieving at least 95% coverage for the Measles, Rubella, and bivalent Oral Poliovirus Vaccine Supplementary Immunization Activity (MR bOPV SIA) campaign under the Department of Health (DOH) during awarding ceremonies dubbed as ‘Ligtas Lakas’ on October 5 this year at Villa Tomasa Hotel, Panglao, Bohol.

The city’s award was under the Best Performing Provinces, High-Urbanized Areas, Independent Component Cities (PHIs) category.

Mayor Belen Fernandez was represented by Dr. Benjamin Marcial Bautista of the City Health Office during the event that acknowledged the efforts of Centers for Health Development, Ministry of Health-Bangsamoro Autonomous Region in Muslim Mindanao and local government units for their support and outstanding implementation of various vaccination campaigns in the country.

“We appreciate your support in providing better protection against vaccine-preventable diseases and Covid-19 through the Chikiting Ligtas – MR bOPV SIA, Covid-19 PinasLakas for the First 100 Days and other special vaccination days,” according to Health Undersecretary Enrique Tayag in a letter addressed to Mayor Fernandez.

DOST AWARDS PORTA BOAT TO ISLAND BARANGAY IN DAGUPAN

The Department of Science and Technology (DOST) thru its Community Empowerment through Science and Technology (CEST) program has awarded a portable rescue boat touted as ‘unsinkable’ to Sitio Talaib in barangay Calmay on September 29 as part of its disaster preparedness and emergency response program.

Mayor Belen Fernandez welcomed the opportunity for island barangay residents to make use of the boat during emergencies and calamity as she thanked DOST OIC-Regional Director Dr. Teresita Tabaog and Provincial Director Engr. Arnold Santos for choosing Calmay as recipient of the equipment.

Developed by Philtech Boat Designs and Fabrication Industry with its Patent Holder Ronald Pagsanghan, the porta boat is composed of buoyant materials and rigid fiberglass flexi-polymer composite/high density Polyethylene Terephthalate making it impact-resistant and afloat even when damaged.

As one of the CEST communities in Region 1 under the Project NaKaSaGaNa (Naglilinang ng Kahandaan sa Sakuna Gamit ang Napapanahong Teknolohiya), Dagupan aims to integrate climate action to its programs to strengthen its adaptive capacity to climate-related hazards and natural disasters in the community.

Climate action is part of the Sustainable Development Goals of the United Nations that endeavors to raise awareness and human and institutional capability on climate change mitigation, adaptation, and impact reduction.

“We want people to be aware of our programs to mitigate the effects of climate change and this Porta Boat given by the DOST-CEST will serve its purpose to help the residents deal with the many effects of climate change,” Mayor Fernandez said during the event which was also attended by Councilor Michael Fernandez, Councilor Jeslito Seen, Councilor Dennis Canto. Calmay Barangay Captain Evangelita dela Cruz and City Disaster Risk Reduction and Management Head Ronald de Guzman.

The agencies presented the financing schemes, process flow and role of local government units on the program which the local chief executive hopes to make available for city government employees and other interested sectors in Dagupan to help them realize their own housing target for their families.

HEALTH SERVICES EXPANSION EYED IN DAGUPAN AS MATERNAL AND CHILDREN’S HOSPITAL SOON TO RISE

A 25-bed capacity Maternal and Children’s Hospital will soon rise in Dagupan in addition to its growing health facilities that reinforces its prominence as center of health care in Northern Luzon.

The 150-million-peso level one hospital funded under the health facilities enhancement program of the national government also includes the support of Congressman Christopher de Venecia and the Department of Health -Center for Health Development (DOH-CHD) Region 1.

DOH-CHD Engr. Roberto Tapangco has met with Mayor Belen Fernandez on September 12 to discuss further details on the newest health support system for Dagupeños in line with the implementation of the Universal Health Care law.

Aside from health services available at the City Health Office, the city operates a Diagnostic Center which offers free ultrasound, computed tomography scan, x-ray and electrocardiogram while the Super Family Health Center in barangay Bolosan, touted as the biggest of its kind in the region, will soon be operational to cater to the medical needs of residents in eastern barangays and other areas.

DAGUPAN’S RECONSTITUTED FLOOD MITIGATION COMMISSION HOLDS GENERAL MEETING

Various flood mitigation programs and updates on Dagupan’s projects were presented during the first general meeting of the Flood Mitigation Commission of the city as stakeholders expressed their staunch support to the anti-flooding measures being implemented under the administration of Mayor Belen Fernandez on September 8, 2023 at the CSI Stadia.

Composed of architects, engineers, academe, department heads, businessmen and government agencies, the commission’s new members provided insights on flood mitigation measures while unanimously showing their goal to pursue the group’s mandate.

Mayor Fernandez described the meeting’s presentation as ‘actual and factual field work’ done along with public officials, Department of Public Works and Highways (DPWH) and flood experts and not mere animation.

Regional officials of the DPWH namely Engr. Kim Angelo Soy, Engr. Rapunzel Claveria, Engr. Marvin Espejo and Engr. Jason Orpilla discussed on the salient features of present and proposed dredging projects; ongoing drainage system upgrading along Dagupan’s major thoroughfares; masterplan of flood control; completed and ongoing projects along Sinucalan River; river protection; proposed masterplan of Sinucalan River; proposed dredging map of Pantal River by the Provincial Government of Pangasinan; and proposed projects by the local government unit of Dagupan.

Meanwhile, the local chief executive presented the flood mitigation projects undertaken with the DPWH starting 2013 during her first term up to the present while other presentations were made by Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) Dagupan Chief Meteorological Officer Jose Estrada Jr. and Public Alert Response and Monitoring Center (PARMC) Head Melykhen Bauzon.

Thru Executive Order No. 14 series of 2023, Mayor Fernandez reconstituted the Dagupan City Flood Mitigation Commission ‘to effectively carry out its functions to protect and advance the right of people to a balanced and healthful ecology in accordance with the rhythm and harmony of nature’.

PHILIPPINE AIRLINES FOUNDATION TREATS SCHOOL CHILDREN, GOODBYE GUTOM CONTINUES IN THE BARANGAYS

Some 500 kindergartners from North Central Elementary School in Bonuan Gueset were treated with functional items for their everyday use alongside partaking of nutritious meals as part of the Goodbye Gutom feeding program and distribution of gift items from the Philippine Airlines (PAL) Foundation on September 6, 2023.

Mayor Belen Fernandez expressed gratitude to the PAL Foundation for the hygiene kits, activity kits, neck pillows and blankets received by the children as part of the foundation’s corporate social responsibility being undertaken for 31 years now.

As one of the local government units greatly affected by typhoon Egay and Falcon, and in accordance with the Department of Education’s Brigada Eskwela, Dagupan was chosen as a recipient of the assistance, according to PAL Foundation Head Ms. Pinky Balagtas.

Bowls of warm soup and Gardenia loaf breads were also given out to the students under the Goodbye Gutom (Zero Hunger) program in coordination with the City Nutrition Office.

The Goodbye Gutom is being supported by various sponsors who have committed to help the city in attaining the Sustainable Development Goals of the United Nations to end hunger and malnutrition.

Likewise, multivitamin syrups courtesy of the City Health Office were given out to the kinder pupils while more Gardenia loaf breads were distributed to teachers and parents.

Recently conducted Goodbye Gutom activities were at Sitio Sapitan and Calit in barangay Lucao and at Sitio Maligaya in Bonuan Gueset.
