MYK COUNCIL PASSES 21 RESOLUTIONS

DAGUPAN CITY – The young legislators of the Manlingkor Ya Kalangweran (MYK) proposed and passed 21 resolutions during their joint regular session with members of the Sangguniang Panlungsod  on Monday, June 19.

 

Among the resolutions proposed by the young city councilors were Draft Resolution No. R-5492, requesting her honor, the city mayor, through the City Social Welfare and Development Office and the Task Force on Street Vulnerables to intensify efforts in reducing the incidence of vulnerable groups, such as the homeless, the beggars, and the street children, and to increase their welfare benefits. The resolution was authored by young councilor Dianne T. Prado of Mother Goose Special Science School Incorporated (MGSSSI).

 

Draft Resolution No. R-5493, requesting all the private and public schools in the city to impose reasonable prices on food and school supplies sold within their school premises and further requesting the Department of Education to monitor the same, also authored by Prado, was also approved.

 

Also passed were Draft Resolution No. R-5494, requesting her honor, the city mayor, through the City Health Office, to extend the city health clinic hours to twenty-four hours a day, seven days a week; Draft Resolution R-5498, requesting her honor, the city mayor, through the City Planning and Development Office, to study the feasibility of having a free student transport system along the main roads of the city; and Draft Resolution No. R-5495 requesting her honor, the city mayor, for the establishment of a slaughter house in the city. All these resolutions were authored by young councilor Harmond A. Santos Jr. of MGSSSI.

 

Meanwhile, Draft Resolution No. R-5496, requesting her honor, the city mayor, and the Department of Public Works and Highways to upgrade all drainages in the city as a flood mitigation strategy and to constantly monitor the same was authored by young city vice mayor Marla Andreyana M. Ober of the Dagupan City National High School (DCNHS) and sponsored by young councilor Tiffany Rose C. Cusi of St. Albert the Great School.

 

Cusi also authored Draft Resolution No. R-5507, requesting her honor, the city mayor, and the OIC Schools Division Superintendent to consider the provision of free school supplies and text books from Grade 1 to Grade 12 students in public schools.

 

Ober also authored Draft Resolution No. R-5497, requesting her honor, the city mayor, to include self-defense training of the youth as one of the regular programs of the upcoming teen center. The same was sponsored by young councilor Maricris L. Callanta of DCNHS.

 

Callanta, on the other hand, authored Draft Resolutions No. R-5505, requesting the city schools division of DepEd through its OIC-Superintendent, to repair broken school chairs and tables in public schools and to acquire new ones to replace the damaged ones that are beyond repair; and Draft Resolution No.R-5506, requesting the local school board of the city to consider the acquisition of cabinets and bookshelves per classroom in public schools.

 

Draft Resolution No. R-5500, requesting her honor, the city mayor, to intensify the clearing operations against illegal sidewalk vendors and Draft Resolution R-5501, requesting all punong barangays to strictly implement the curfew hours for children were both authored by young councilor Ashley Dannielle R. dela Cruz of Dominican School.

 

Draft Resolution No. R-5502, requesting her honor, the city mayor, through the City Engineer’s Office and the Peace and Order and Safety Office to add more traffic signages especially along school zones was authored by young councilor Joshua Resty V. Ulanday of University of Luzon.

 

Draft Resolution No. R-5503, requesting her honor, the city mayor, through the Artikulo 21 Task Force, to intensify the campaign prohibiting the entry of minors in computer establishments during schools hours and to study the possibility of admitting exceptions to the said prohibition as authored by young councilor Echea Kristen E. Domingo of St. John Cathedral School.

 

Draft Resolution No. R-5504, requesting all schools, private and public, to provide computer facilities for students within the school premises and to ensure easy access to said facilities was authored by young councilor Elyza Jane E. Paraan of Lyceum Northwestern University-FQD.

 

MEanwhile, Young city mayor Jilian Kay Madison S. Fernandez submitted to the council for consideration  two draft resolutions (No. R-5508 and R-5509) requesting all schools, private and public, to intensify the child protection policies especially against abusive teachers and requesting the city schools division of DepEd through its OIC SDS, to announce student activities and opportunities in its website and to require all schools within its jurisdiction to post the same in its official bulletin board, respectively.

 

Both were sponsored by young councilor Cusi.

 

The other resolutions, requesting the city mayor, through the Dagupan City Sports Commission and all schools, private and public to provide benefits such as scholarship and allowances to school athletes who have won more than two gold medals; to establish another park in the city and further requesting all barangays, through the Association of Barangay Captains, to establish a mini-park in their respective barangays; and to establish a PESO and human resource building to cater to the increasing needs of the people of the city for purposes of employment and promotion were also passed.

 

All were adopted by the council except for Draft Resolution No. R-5499, authored by young councilor Ed Ballesteros of East Central Integrated School, requesting all schools, public and private, to install free public wifi in their school premises for the reason that installation of the same may be abused by the students.
