Magandang umaga po sa inyong lahat.
Kung titignan po natin ang history ng Probinsya ng Pangasinan, siguro po masasabi natin na ang kauna-unahang political superstar ay si Speaker Eugenio Perez.
Speaker Perez started his career in politics in 1926 when he was elected as Municipal Councilor of San Carlos City (then municipality of San Carlos).
In two years time, he was elected to his first term as Congressman of the 2nd District of Pangasinan. And during the 1st and 2nd Congress, he was already elected as Speaker of the House. Nagsilbi po siyang Congressman, kung hindi po ako nagkakamali, eight terms.
Besides serving in Congress, nahalal po siya bilang isang Kongresista noong mga panahon na nangangailangan ang Pilipinas ng tulong – – around the time of the Second World War – – when then the Philippines had to deal with the United States because we need a lot of funding in development.
Speaker Perez at that time, nag-serve din po siya sa Ministry of Agriculture. And over many years, because of his invaluable contributions not only to Pangasinan but to the country, eventually one of the main thoroughfare of Dagupan City was named after him. Ito nga pong Perez Boulevard.
Tamang tama lang naman po na ilipat itong park ni Speaker Perez sa barangay na kapangalan niya. Nandirito na po ngayon ang kanyang monument, in honor of the first Pangasinense political superstar Speaker Eugenio Perez.
Speaker Perez was a member of the Nacionalista Party and at some point in his career lumipat po siya sa Liberal Party. He served President Elpidio Quirino and President Manuel Roxas.
From a long distinguished career, tama lang po na on his birthday, we celebrate it by having a holiday in his honor.
And perhaps the reason why we celebrate today in his honor, is for us to be able to reflect at pag-isipan po kung ano talaga ang kahulugan ng public service.
That he distinguished himself as a Speaker, as a Congressman, as a public servant – should be an example that we are willing to follow.
At alam po natin na kung gusto mo talagang maging mahusay na public servant, dapat you are also willing to sacrifice your time and your effort for the good of the people. And if you truly believe in that concept or principle, maniwala po kayo sa akin, madaling pagsilbihan ang minamahal nating publiko.
So in honor of Speaker Eugenio Perez today, we thank you, sir, for your service to our country, to our nation, and let you be a continuing inspiration for all of us who are in public service.
