Dagupan City has officially been placed under a State of Calamity following a Special Session of the Sangguniang Panlungsod held on Wednesday morning, July 23, in response to the severe and widespread flooding affecting many barangays across the city.
Presided over by Vice Mayor Bryan Dean Kua, the session led to the swift adoption of Resolution No. R-074, entitled:
“A RESOLUTION DECLARING A STATE OF CALAMITY IN THE CITY OF DAGUPAN DUE TO THE SEVERE AND WIDESPREAD FLOODING BROUGHT ABOUT BY TORRENTIAL RAINS, HIGH TIDE, AND SURGING FLOODWATERS FROM UPLAND RIVER SYSTEMS CAUSED BY THE LINGERING EFFECTS OF TYPHOON CRISING.”
The declaration empowers the local government to immediately mobilize emergency funds, fast-track relief operations, and implement critical rehabilitation measures in the areas hardest hit by the floods.
The City Council also unanimously approved, in the presence of Mayor Belen Fernandez and department heads, two (2) supplemental resolutions to further reinforce the city’s emergency response:
• Resolution No. 075 earnestly appeals to the Department of Health – Regional Office I, through Regional Director Dr. Paula Paz Sydiongco, to immediately provide additional doses of doxycycline. This preventive measure aims to protect residents from potential outbreaks of water-borne and flood-related diseases in the aftermath of Typhoon Crising.
• Resolution No. 076 requests the Department of Social Welfare and Development – Field Office I, led by Regional Director Marie Angela S. Gopalan, to augment relief efforts by urgently providing 46,000 Family Food Packs to support thousands of Dagupeños severely affected by the ongoing flooding crisis.
These resolutions underscore the city government’s proactive stance in safeguarding the safety, health, and welfare of its constituents during this critical time.
With the State of Calamity now in effect, inter-agency coordination is being intensified between the LGU, barangays, national agencies, and civil society partners to ensure a swift and effective disaster response.
The local chief executive appeals to the public to remain vigilant, cooperate with authorities, and extend compassion to fellow citizens in need.
