Major gains in governance, the economy, infrastructure, education, healthcare, employment, and public safety took center stage during the 2026 State of the City Address (SOCA) held on June 30 at the Jimmy L. Fernandez Center (CSI Stadia).
Mayor Belen T. Fernandez, carrying the theme “Dagupan, Handa at Matatag,” underscored that accountable governance, public trust, and sustained investments have fueled the city’s continued growth and improved the quality of life of Dagupeños.
“Good governance creates public trust. Public trust attracts investment. Investment strengthens the economy. A stronger economy builds the roads, schools, hospitals, and public spaces our people deserve. And those investments create something even more important, a better quality of life for every Dagupeno,” Fernandez said.
The mayor reported that Dagupan’s financial capacity for Fiscal Year 2027 has reached ₱2.086 billion, alongside a ₱32.8-million increase in locally generated revenues from business permits, miscellaneous fees, community tax, and real property tax collections.
Fernandez also highlighted the completion of more than 207 infrastructure projects, including roads, school buildings, flood mitigation works, and government facilities. She likewise acknowledged the national government’s support for the city’s 12 ongoing infrastructure projects.
Education remained one of the administration’s key priorities, with the mayor reporting that the city’s ₱228.5-million scholarship program now supports 11,140 scholars, up from 9,328 beneficiaries in 2025, reflecting the local government’s continued investment in expanding access to quality education.
In healthcare, Fernandez said the city recorded a 112.26% increase in healthcare services. She also cited the accomplishments of the Teen Center, which, together with its partner offices and partner agencies, has reached nearly 30,000 young people through SAFEnet (Secure and Abuse-Free Environment), the city’s flagship youth protection program.
The mayor likewise underscored the city’s social protection initiatives, saying assistance for vulnerable sectors remains a priority. She also reported that more than 33,700 Dagupeños have been provided with employment opportunities through various job generation and employment programs over the past four years.
On public safety, Fernandez highlighted the city’s Road Safety Campaign, continuous disaster preparedness initiatives, and strengthened partnership with the Dagupan City Police Office in maintaining peace and order.
Closing her address, Fernandez thanked the Sangguniang Panlungsod, led by Vice Mayor Dean Bryan “BK” Kua, for passing more than 600 ordinances and resolutions, as well as the city’s workforce for their unwavering dedication to public service.
She emphasized that Dagupan’s achievements are the result of unity, collaboration, and the collective commitment of everyone working toward the city’s continued progress.
