Future-ready science education is set to advance in Dagupan after the city government signed a memorandum of agreement with the Department of Science and Technology and the Department of Education for the establishment of Dagupan’s first 21st Century Learning Environment Model (CLEM) at Dagupan City National High School.
Signed on Friday, July 31, 2026, at the DCNHS Library, the agreement will bring technology-driven learning spaces designed to strengthen science, creativity, collaboration and digital skills among Dagupeño learners.
Mayor Belen Fernandez said the initiative reflects the city’s commitment to giving students access to quality education and the tools they need to keep pace with a rapidly changing world.
“The classroom has always been where futures begin. As the world evolves, our responsibility is to ensure that every Dagupeño learner has access to the knowledge, technology and opportunities needed to thrive. This memorandum of agreement brings us one step closer to that goal,” the local chief executive said.
She thanked the agencies and individuals who helped move the project forward and assured continued city support for programs in science, innovation and technology.
Present during the signing were Vice Mayor Dean Bryan Kua, DOST Region I Director Dr. Teresita A. Tabaog, DOST Provincial Director Engr. Arnold Santos, DOST Supervising Research Specialist Michael John Maquiling and DOST Senior Research Specialist Bernalyn Martinez.
Also present were Officer-in-Charge Schools Division Superintendent Dr. Marciano Soriano Jr., CESO VI, DCNHS Principal IV Dr. Willy Guieb, Public Alert and Monitoring Center head Melykhen Bauzon, City Engineer Josephine Corpuz, teachers and students.
The MOA signing capped months of collaboration that began in March 2026, when the city government, DepEd Dagupan and DOST opened discussions on the establishment of the 21st CLEM.
The partners later conducted a benchmarking visit to Balanga City National Science High School to study best practices that helped shape the project.
