Recognized as the Regional Winner for Region 1 for its strong Population and Development (PopDev) initiatives, Dagupan City, led by Mayor Belen T. Fernandez, has earned its place as a national nominee for the 2025 Rafael M. Salas Kaunlarang Pantao Award (RMSKPA).
Councilor and city PopDev chairman Dra. Jalice “Jaja” Cayabyab, together with City Population Officer Malen Bernadette Pilon, received the plaque of recognition on November 26 at the Eastwood Richmonde Hotel, Quezon City.
“Ang tagumpay na ito ay bunga ng sama-samang pagsisikap ng POPDEV team, ng ating lokal na pamahalaan, ng mga katuwang na ahensya, at ng buong komunidad ng Dagupan. Sa pagkilalang ito, hindi lang natin ipinakita kung ano ang kaya natin, pinatunayan natin kung ano ang kaya nating marating kapag nagkakaisa.” Cayabyab said in her Facebook post.
Among the city’s accomplishments are the enactment of City Ordinance No. 2311, s. 2024, institutionalizing KATROPA (Kalalakihang Tapat sa Responsibilidad at Obligasyon sa Pamilya); the implementation of ‘Unliserbisyo’ initiatives targeting marginalized families and individuals; and the integration and mainstreaming of PopDev strategies across multiple local special bodies.
The RMSKPA, spearheaded by the Commission on Population and Development (CPD), honors local governments, leaders, and institutions for their significant contributions, support and participation in the Population and Development Agenda and the implementation of the Philippine Population and Development Plan of Action (2023–2028).
