The Department of the Interior and Local Government (DILG) has recognized the City Government of Dagupan led by Mayor Belen Fernandez for its commitment as a pioneer cohort LGU of the Philippine Agenda for the Localization of the Open Government Partnership.
The PH-OGP Award, signed by DILG Regional Director Jonathan Paul Lausen Jr., CESO III, was presented to the LGU during today’s flag-raising ceremony led by Acting Mayor Dean Bryan Kua together with the members of the Sangguniang Panlungsod, national government agencies, LGU department heads, employees and barangay volunteers
Acting Mayor Kua received the citation alongside DILG City Local Government Operations Officer Royolita Rosario, CSO Officer and Sanggunian Secretary Ryan Ravanzo and City Planning and Development Officer James Louell Fernandez at the EM Royale Hotel and Beach Resort in San Juan, La Union last November 21, 2025.
The award recognizes the city government’s firm resolve to continue upholding the values of transparency, accountability, and participatory governance to promote open government practices.
Furthermore, the DILG regional office reiterated to elevate open governance initiatives and align local efforts with OGP’s global vision for a more open, resilient, and accountable governance.
