Councilor Seen – “Jigs” to his family and close friends – earned his B.S. in Pharmacy from the University of Santo Tomas and his M.B.A. from the University of Luzon.

He chairs the powerful committee on finance, as well as the committees on trade and industry, and on nongovernmental organizations.

A past president of the local Jaycees and an active Rotarian as well, “Jigs” is an accomplished businessman engaged in non-life insurance, household and office furniture retailing, and refined oil products retailing, among others. He is an amateur musician who plays the saxophone and flute well.
